Abstract

Irregular immigration is one of the main challenges facing Western societies, but there is no continuity in national governments to establish effective policies, possibly because of its ease of manipulation by different actors, both State and NGO. Due to its geographical location, Spain and especially the Autonomous Cities of Ceuta and Melilla, are points of mass arrival of irregular immigrants, mainly of Maghreb and sub-Saharan origin.
