Abstract

This article introduces a special issue dedicated to analysing the strategic challenges that affect Ceuta and Melilla and, through them, Spain’s national security on its southern flank. Despite the geopolitical significance of both cities, these challenges receive limited attention in public debate and academic research. The contributions to this volume address key issues such as migratory pressure, relations with Morocco and Algeria, grey zone actions, multicultural coexistence, political representation, military foresight, and the legal dimension of potential conflict. In contrast to the silence that often surrounds these matters, the articles presented here offer a rigorous, multidisciplinary and necessary examination.
