Abstract
The paper analyzes how defense policy is made in Spain in terms of financial and material resources between 2008 and 2015. It is based on the perspective of public policy analysis and adopts an exploratory approach, since its approach has no record in the epistemic community. In this line, this analysis makes three main contributions to the scientific field: a) complements the emerging theoretical framework for analyzing defense as a public policy, b) provides tools for scientific evaluation c) identify lessons learned and best practices useful for other similar cases in Latin America
