Abstract
The article addresses the background that led to the creation of the "South American Council on Citizen Security, Justice and Coordination of Actions against Transnational Organized Crime" in 2012 by the Union of South American Nations (UNASUR). Throughout it, the main debates that guided the negotiations are identified, highlighting the active role of Argentina in the process of building this regional cooperative system in a Latin American scenario marked by the advance of organized crime.
